The APPG on Immigration Detention held its AGM on Monday 2 February 2026.
The meeting included a briefing by the Gatwick Independent Monitoring Board (IMB), responsible for monitoring Brook House and Tinsley House Immigrational Removal Centres.

APPG officer elections
During the AGM, the following Members were elected as APPG officers:
- Bell Ribeiro-Addy MP (Labour) – Chair
- Rt Hon. the Lord Garnier KC (Conservative) – Officer
- Baroness Hamwee (Liberal Democrat) – Officer
- Rt Hon. John McDonnell MP (Labour) – Officer

Approval of AGM papers
The following papers were approved during the meeting:
IMB briefing on current situation at Gatwick IRCs
Following the AGM business, Members heard from David Skinner and Clea Kahn, Chair and Vice-Chair respectively of the Gatwick Independent Monitoring Board (IMB). Mr Skinner and Ms Kahn briefed Members on the current situation at Brook House and Tinsley House IRCs. Concerns raised included:
- The problems facing those detained at Brook House IRC for removal to France under the “one in, one out” scheme. This included difficulties in accessing legal support, language issues, and confusion and anxiety
- The high numbers of vulnerable people detained at Brook House and Tinsley House, including age-disputed children and individuals with serious mental health conditions
- Problems with safeguarding, including safeguarding systems not linking up and vulnerable detained people not being released
- High numbers of use of force incidents, including almost all detained people being handcuffed during off-site hospital appointments
- The duration of people’s detention. A quarter of people at Brook House/Tinsley House were detained for more than 70 days and the longest stayer as at the end of December 2025 had been detained for 1 year and 6 months. The IMB supported calls for a 28-day time limit on detention.
